Our first visit to this Palladium is happening in February 2019. I've read about a couple little towns that close enough to visit How do you get to them, beyond taking a cab? Is there a tourist bus, a local bus?

I don't recall a bus of any sort but that doesn't mean one is not available, when we went into town it was just 5 people so we took a cab, from what I remember prices were reasonable, there was a cab stand just outside the resort entrance.How do you get to them, beyond taking a cab? Is there a tourist bus, a local bus?
One couple we were with rented a car for a few days to travel to both towns as well as a little country side sight seeing.

Sayulita is a different scenario to get to though. There used to be a bus route that ran up the coast highway that would get you there but due to changes a bus is not the easiest way anymore. You would need to take a bus to Bucarias, cross the road and catch a different bus taking a different route to get there. Take a taxi from the hotel to Sayulita instead, the rates are posted right in the lobby.Try and make sure that you have arranged for your driver to pick you up afterwards for the trip back to the hotel, it will make your life a lot easier.
